Director of Logistics

Rear Admiral SH Abdullahi

Rear Admiral SH Abdullahi was born on 28th Feb, 1972 and joined the NN on 23 Aug, 1993. He did his cadet training at Nigerian Naval College Onura and was commissioned in 1994. R Adm Abdullahi attended the Sub-Lieutenant Logistics Course at Indian Naval Ship Hamla, Mumbai, India and Logistics Management Advance Course at Pakistan Naval Ship KARSAZ, Karachi Pakistan. The senior officer did the junior and senior staff courses at Armed Forces Command and Staff College, Jaji and attended the Royal College of Defence Studies, London for International Security and Strategy Course. He obtained Masters in Transport and Logistics from NITT, Zaria, MSc Logistics and Operations Management at Cardiff University and Masters of Arts International Security and Strategy at Kings College, London both in UK. Rear Admiral Abdullahi was the Base Logistics Officer NNS AKASO, Ship’s Logistics Officer NNS ARADU, Training Commander Nigerian Navy Finance and Logistics College, OiC Lagos Logistics Depot Apapa, Maritime Component Logistics Officer Ops OLOGUN META, Directing staff AFCSC Jaji, Commandant Logistics College And The Director Ship’s Spare amongst numerous appointments he held over the years. He was the MD Admiralty Exchange Ltd and now the Director of Logistics Defence Space Administration, Abuja. The senior officer holds the following decoration: PSc+, DSS, He is a Member of the Royal College of Defence Studies (RCDS), a Fellow, Chartered Institute of Logistics London and Fellow African Centre of Supply Chain Management. He is happily married and blessed with five children. He plays volleyball, golf and badminton.

About the Directorate

The Directorate of procurement is headed by a Director who is a Rear Admiral, and he is assisted by Deputy Director Capital Procurement and Deputy Director Recurrent Procurement who are of the rank of Brigadier General equivalent from the Nigerian Army and the Nigerian Air Force respectively. The Director is also assisted by 10 staff officers drawn from the 3 Services, who are tasked with various job schedules in the Directorate. The Chief Procurement Officer is a civilian, supported by 4 civilian staff for stock receipt, documentation and issuance.

Roles

a. Advice the CDSA on the required items to be procured for each fiscal year,need and modalities to follow on all items to be procured by the DSA.

b. Ensure full compliance of the Bureau of Public Procurement (BPP)guidelines and procedures when implementing both capital and recurrent procurement items of the DSA.

c. Undertake procurement research and survey needed by the DSA.

d. Scrutinizing and monitoring prices, ensuring proper tender processing and evaluation of all tendered items by the bidders.

e. Undertake tender and certification of both recurrent and capital procurement items.

f. Management of data base of all procured items.

g. Execution and control procurement of all the recurrent and capital expenditure items required by the administration.

h. Ensure the application of fair, competitive, transparency, value for money, standards and practices for the procurement of all DSA items.

i. Disposal of scrapped, used and unserviceable public assets and services of the DSA.

j. Undertake technical/standard specification of tendered items.

k. Perform other duties as may be assigned by the CDSA
