The Directorate of Finance and Accounts' mandate is to ensure compliance with the following Government and the Administration's accounting policies:
Director Of Finance and Accounting
Group Captain Emmanuel Ndakinpa Abu was born on the 30 September 1978. He hails from Mokwa Niger State. The Senior Officer holds BSc Accounting from the University of Jos, and MSc in Accounting from Baze University Abuja. Group Captain Emmanuel Abu belongs to various National and International Finance, Accounts and Budget bodies. He is a Member Forensic Accountants of Nigeria, Associate member Institute of Professional Finance Managers UK, Fellow Institute of Chartered Management Accountants of Nigeria, Associate Member Nigeria Institute of Management (Chatered), Fellow, Institute of Certified Public Accountants of Nigeria, Fellow, Institute of Strategy Management, Nigeria. Group Captain Abu is well seasoned in Financial Management, Budgeting, Taxation Management, Academic Research, Cooperate Finance and Quantitative Analysis. He has held several appointments in the course of his career, some of which includes Depot Finance Officer 041 Nigerian Air Force Communication Depot Shasha, Lagos, Command Finance Officer Nigerian Air Force Camp Abuja, Deputy Defence Attache Nigeria Embassy, Cairo, Egypt, Staff Officer Finance Nigerian Defence Headquarters, and currently the Director of Finance and Accounts, DSA. Group Captain Emmanuel Abu enjoys reading, playing lawn tennis, badminton and squash. He is happily married and the union is blessed with children.

About the Directorate
a. Financial administration of all monies, grants, financial assistance, and foreign aids from bilateral and multilateral agencies paid or credited into the DSA Fund as established by the DSA Act2016.
b. Financial administration of all monies as may be appropriated for the DSA Fund by the National Assembly.
c. Financial administration of all funds as may be appropriated for the recurrent and capital expenditures of the DSA by the National Assembly.
d. Financial administration of all such other funds released by the Federal Government of Nigeria for running of the DSA.
Roles
a. Maintenance of all bank accounts operated for the management of the Administration's Funds.
b. Maintenance of all books of accounts opened for the Administration's accounting records.
c. Receipt and disbursement of all funds allocated, paid or credited into the Administration's account as approved by the Chief of Defence Space Administration (CDSA).
d. Timely rendition of monthly and annual returns on all funds released to the Administration to the relevant agencies
e. Preparation and submission of annual budgets of the DSA.
f. Performance of any other task as may be assigned by the CDSA.
i. Co-ordinate astronautics training and operations for space explorations.
Achievements
a. Carried out the prompt payment of an interim salaries and allowances of the employed staff of the Administration within the period under review.
b. Engaged and gotten an approved salary structure for DSA employees from the National Salaries Income and Wages Commission (NSIWC).
c. Complied with the guidelines of the Federal Government in the payments of
all approved transactions of DSA from the GIFMIS and REMITA platforms with no provisions for cash transactions.
d. Paid all approved expenditures of the Administration based on available funds.
e. Carried out the preparation, submissions and defence of all DSA Proposed Annual Budgets using the online Budget Template in conjunction with the Directorate of Support Services (DOSS),Directorate of Procurement (D PROC )and other directorates of the Administration.
f. Strived to implement compliance with the Bureau of Public Procurement (BPP)as regards public procurement in line with the Public Procurement Act (PPA) of Nigeria in conjunction with DOSS and D PROC.
g. Liaison with the Ministry of Defence (MOD),Ministry of Finance Budget and National Planning (MOFBNP), OAGF and the Central Bank of Nigeria (CBN) for the release of funds appropriated to DSA.
h. Established an internal control system in the directorate to help reduce issues hindering procurement planning processes.
i. Attending to audit queries arising from OAuGF office.
